Housing unfolding, a strategy of the policy to redensify the historic district

Abstract

This investigation is about the unfolding of strategic action from redensification, to use the resources of population from the development of their home in a central área of the city, in a historic district, in the place of parental house, across, new square meters of construction, extention, conditioning or expansión of the original home. This way of duplicating a housing unit has been a historical solution, and since the previous administration it was a strategy proposed from Plan de Desarrollo Federal and adopted at the Gobierno Municipal de Guadalajara. As a case study, the Santa Teresita neighborhood of Guadalajara city, is an historic area: housing, shops, business, services and publics buildings, The investigation consulted data on the procedures for permits for the expansion and subdivision of properties and real estate, from the Dirección de Obras Públicas of Ayuntamiento de Guadalajara, images of the Google Earth and Google Maps history, as well as data on new constructions from the Instituto Municipal de la Vivienda en Guadalajara. The analysis found that the strategy for redensification has had progress and also negative effects on the urban image of the neighborhood and on the increase in the capital gain of the land, which has increased the cost of housing, and the displacement of inhabitants to urban areas that are more accessible in economic terms. The evaluation of these effects makes it possible to propose adjustments to the policies for the production of low-income housing, in accordance with the preservation of the urban, social and spatial characteristics of the traditional neighborhoods. In the study and analysis, the techniques and methods used, as well as the data obtained, as they do not contain all the information, may alter the generalization of the conclusions found.
